Rules

THE RULES OF THE BALI 9’s ARE ESSENTIALLY THAT OF THE AUSTRALIAN FOOTBALL,
EXCEPT FOR CERTAIN MODIFICATIONS AS LISTED BELOW:

  1. PLAYING GROUND
    90m x 50m with a goal scoring zone 35m from goals.
  2. GOAL SCORING ZONE
    A line marked as an arc 35 metres from goals defines the goal scoring zone. Only kicks that originate from inside this zone and go through the goals will be registered as goals. If a goal is scored from a kick originating from outside the goal scoring zone, whether it be deemed on purpose or accidental, no score will be registered and a kick out from fullback will take place. If a kick originating from outside the goal scoring zone is touched in the goal scoring zone prior to it crossing the score line, normal AFL rules will apply.
  3. THE TEAM
    1. The Team will consist of a total squad of 18 players. Changes to this squad of 18 are not allowed for the duration of the tournament.
    2. If the entered team begins with less than 18 players, they may add players during the duration of the tournament.
    3. If a player is confirmed as injured by an International SOS medic and cannot take any more part in games, a substitute may take his place in the squad.
    4. Coaches must seek permission from Tournament Event Director (TED) if they wish to make any of the allowed changes to their squad. TED has the right to refuse this change.
    5. The Team shall consist of 9 players on the field.
    6. Interchange of players may take place at any time.
    7. The Team shall consist of three forwards, three centreline players and three backline players.
    8. Players may be replaced due to injury at any time.
  4. START OF PLAY
    1. The game shall be started by a ball-up between two players in the center of the ground.
    2. Only centre-line players are allowed to be within the marked area for the ball up after the goal or at the start of halves. 3 backs and 3 forwards must start within the 35m arcs”. Players may not leave their forward or defensive arc until the ruckman or any other player has touched the ball.
    3. After a goal, the ball is taken to the centre and restarted as in point 4.a.
    4. Games have 2 x ten minute halves with a minute break at half-time.
  5. PENALTIES
    15 meter penalties shall be awarded against the offending player for acts of crude play, arguing with umpire decisions, etc.
  6. LAST TOUCH RULE
    If the ball goes out of play from a kick or handball, the opposing team from that which delivered the final disposal, will receive a free kick to bring the ball back into play. A shot at goal cannot be taken unless the umpire rules that it was deliberate out of bounds or the umpire calls play on. Balls off hands or in dispute will result in a ball up 10 m in from the boundary by the field umpire.
  7. ORDER OFF RULE
    To be applied. Please see the Philosophy and Code of Conduct for the tournament.A yellow and red card system will be in force. A yellow card will result in a player being sent from the ground for 7 minutes and will be able to be replaced.A red card will result in the player being sent off for the rest of the game and unable to be replaced. He will also not be able to take part in their team’s next game and will have to see the judiciary if he will be allowed to participate beyond that.
  8. IF TEAMS ARE LEVEL
    During qualifying games 2 points will be awarded to each team. During a knock-out final, a golden goal will apply. When the final siren sounds, teams will continue until the next goal is scored. The winner will be the team that kicks that goal.

BALI MASTERS 9’S AUSTRALIAN FOOTBALL TOURNAMENT

PHILOSOPHY AND CODE OF CONDUCT:

  1. INTRODUCTION
    Each Football Club (Club) is committed to the ideals, principles and disciplines of Australian Football as expressed in this document. The Executive Committee of Each Football Club requires all members, players and supporters to commit to and abide by the Philosophy and Code of Conduct for the Bali 9’s Australian Football Tournament. The Code of Conduct is for the benefit of all members, players, spectators, their friends and families. All members, players and supporters should take the time to read them carefully and acknowledge their commitment by signing this form and returning it to the Club.
  2. PHILOSOPHY AND CODE OF CONDUCT
    1. The most important aspect of our game is that it is “football for fun”. All tournament participants should adhere to this philosophy and accept the following guidelines:
      (a.1) Egos are to be left at home.
      (a.2) Criticism of other player’s performance and ability is not acceptable and will not be tolerated.
      (a.3) The game is played for fun and enjoyment by all.
      (a.4) Disputing an umpire’s decisions or abuse of any umpires is totally unacceptable and will not be tolerated.
      (a.5) On field and off field fighting, violence or bad language is totally unacceptable and will not be tolerated.
      (a.6) Racial or religious abuse, vilification or actions that may offending another will not be tolerated.
    2. Insurance, Injury and Member Consent Form
      All players and officials are STRONGLY ADVISED to make provision for their own Accident, Life, Income Protection and Health insurances to protect themselves in the event of injury sustained whilst participating in Bali 9’s Australian Football Tournament.
      Consequently, every participant in Bali 9’s Australian Football Tournament will be required to complete and sign a Members and Players Consent Form prior to undertaking any playing or non playing role with their respective clubs.
  3. BREACHES OF CODE OF CONDUCT
    Umpire penalties for on field offences All players are reminded of the Order Off Rule that may be imposed by all field umpires and Bali Masters Australian Football Inc Executive Committee members. Please note that a player sent off cannot be replaced.

    1. A Green card penalty being automatic send – off for 5 minutes. The player cannot be replaced.
    2. A Yellow card penalty being automatic send – off for the duration of the match. The player cannot be replaced.
    3. A Red card penalty being automatic send-off for the remainder of game plus automatic next game suspension. The player cannot be replaced.
    4. Procedures for Reporting of Breaches.
      The Captain or President of the Club (the complainant) can report a breach of the Bali 9’s Australian Football Tournament Code of Conduct to the Bali 9’s Australian Football Tournament Executive Committee.
    5. Investigation Procedures.
    6. Any verbal or written report of a breach of the Code of Conduct shall be heard by the Executive Committee who shall convene a meeting at the earliest possible time in order to investigate the alleged incident.
    7. The complainant may, if desired, remain anonymous to all but the Executive Committee who shall keep the person’s identity confidential.
    8. The Executive Committee will fully investigate all aspects of the reported incident and must consult with all parties involved, all the time maintaining the complainant’s confidentiality if requested. The Executive Committee shall have the power to impose any or all of the prescribed penalties.
    9. The Executive Committee shall report the outcome of their investigations firstly to the offending party and the Club President or Captain, secondly to the complainant, thirdly (if appropriate) to all other affected teams.
    10. The Executive Committee has the authority and power to impose any or all of the prescribed penalties on any complainant if the Committee deems the complainant’s report to be frivolous, unjust, spiteful or intended to unfairly injure or discriminate against any person or persons.
  4. Disciplinary Actions and Prescribed Penalties.
    In all reported cases, the Executive Committee shall counsel the offending person(s) and instruct them in the Philosophy of Australian Football and how they should conduct themselves.

    1. Where the incident is considered to be a minor offence:
      • The offending person(s) may be cautioned and receive a warning not to re-offend.
      • A second or subsequent breach of a minor nature will be treated as a significant offence. 
    2. Where the incident is considered to be a significant offence:
      • The offending person(s) will have their eligibility to participate in the tournament suspended for a period determined by the Executive Committee.
      • The offending person(s) will be suspended from playing for a period determined by the Executive Committee.
      • A second or subsequent breach of a significant nature will be treated as a serious offence. 
    3. Where the incident is considered to be a serious offence:
      • The offending person(s) will have their eligibility to participate in the tournament cancelled indefinitely.
      • The offending person(s) will be suspended from playing indefinitely.
      • The offending person(s), will be suspended from attending Club games or functions indefinitely.
